Irritation, sensitivity and chlorine odour are usually not due to chlorine but to chloramines, noxious compounds that are by-products of the disinfection action of chlorine on organic material usually brought into the pool by swimmers. Chloramines are normally removed by superchlorination.

In a Pooled Energy Advanced Water Chemistry pool, irritating and sensitizing chloramines are essentially eliminated as the majority of the sanitation is done by bromine and not chlorine. This also mostly avoids the need for superchlorination.
